Step 1
First, drill drainage holes in the pools. Drill holes about 1/2 inch in diameter, about 1 inch up from the bottom, about 4 inches apart all around the sides of the pools (not the bottom).
Place pools where you want them, and make sure they will get several hours of sun every day, and are accessible to water.

Fill the bottom with about 3 inches of mulch or straw, packing it down slightly.
Then put in top soil, part of a bag of peat moss and a bag of garden soil for each pool, using enough topsoil to fill it to the top. Mix this all together with a rake or shovel and smooth out evenly.

Plant your plants and seeds you wish to grow, leaving room between them for growth. You can sow lettuce and spinach around other plants during the cooler parts of the season, early and late. The plants will shade them.
Cover them with a good layer of straw or mulch. This will help control weeds and retain water.
Peppers and lettuce
Water at least every other day, more often in dry weather. Fertilize a couple of times, and replace mulch as needed.
